RECOMMENDATION(S):

1. APPROVE the design and bid documents, including the plans and specifications, for the Camino Tassajara Irrigation Project, Danville area. [County Project No. 6X5433] (District III)   
  

2. AUTHORIZE the Public Works Director, or designee, to solicit bids to be received on or about May 21, 2019, and issue bid addenda, as needed, for clarification of the bid documents, provided the involved changes do not significantly increase the construction cost estimate.

3. DIRECT the Clerk of the Board to publish, at least 14 calendar days before the bid opening date, the Notice to Contractors in accordance with Public Contract Code Section 22037, inviting bids for this project.  
  
4. DIRECT the Public Works Director, or designee, to send notices by email or fax and by U.S. Mail to the construction trade journals specified in Public Contract Code Section 22036 at least 15 calendar days before the bid opening.

FISCAL IMPACT:

Funding for this project is provided by 100% Countywide Landscaping District AD 1979-3 (LL-2) Zone 27 Funds.  

BACKGROUND:

The County is currently maintaining and irrigating landscaped parkways, median islands and common areas along Camino Tassajara for multiple home owner’s associations and its own right of way. When the irrigation system along this corridor was originally designed, it was designed as one system and there was no separation between public and private. The irrigation system along this corridor is serviced by a single water meter that is currently being paid for by the County. The County would like to relinquish maintenance and irrigation of the private areas back to the home owner's associations for their portions of the landscaping.  
  
In order to facilitate this separation, the County issued a task order to Firma Design Group, one of the landscape architectural firms on the County’s on-call services list, to review the site and develop plans and specifications for the work. Upon receiving the final design, an application with the East Bay Municipal District (EBMUD) was prepared and paid for to install a separate water meter, in preparation of the work. EBMUD completed the installation of a new meter in March to separate the irrigation lines.  
  
The improvements required for separating the irrigation lines include locating the existing irrigation crossing on Camino Tassajara at Mansfield Drive and connecting a new irrigation main from the new EBMUD water meter to the existing irrigation crossing with a new solar irrigation controller, and irrigation valves, minor asphalt concrete repairs, minor concrete repairs, minor striping repairs, and retrofit or replacement of irrigation drip line system heads.   
  
Plans and specifications for the project have been prepared for the Public Works Department by Firma Design Group and filed with the Clerk of the Board by the Public Works Director. The construction cost estimate is $75,000 and the general prevailing wage rates are on file with the Clerk of the Board of Supervisors and will be the minimum rates paid on this project.  
  
  

CONSEQUENCE OF NEGATIVE ACTION:

If the project is not approved, the County would continue to fund the irrigation and maintenance of the HOA property and the County property.
