RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Employment and Human Services Department, to execute a license and support agreement and a purchase order with Integrated Archive Systems in the amount not to exceed $228,060 to procure automation tools that maintain cyber security and an inventory of all software installed on Department computers, for the period of May 22, 2019 through May 21, 2021.

FISCAL IMPACT:

This contract will increase expenditures by up to $228,060 and will be paid out of Administrative Overhead, which is 43% Federal, 52% State and 5% County funding.

BACKGROUND:

EHSD's Information Technology Unit, will be purchasing 3,500 Tanium Platform and 3,500 Tanium Operations Suite Subscriptions. EHSD is currently managing over 3,000 computers and this automation tool set will help EHSD maintain the security patch level of each device as well as maintain an inventory of all software installed on each of these computers.

EHSD, in conjunction with DoIT, evaluated a numbers of products to provide this service. EHSD selected Tanium for its capability and integration capabilities. This purchase includes two years of maintenance and support. EHSD will purchase this product under a NASPO contract. Under this agreement, the County is obligated to indemnify Tanium for taxes due on the software, misuses of the licensed product, and County’s violation of export laws.   
  
In accordance with Administrative Bulletin No. 611.0, County Departments are required to get Board approval for single item purchases greater than $100,000.

CONSEQUENCE OF NEGATIVE ACTION:

EHSD will be at risk of not meeting standards for performance, reliability, and cost effectiveness.
