RECOMMENDATION(S):

APPROVE the Danville Boulevard Underground Storage Tank Removal Project (Project), Alamo area. [County Project No. 0676-6P1007, DCD-CP#19-11] (District II).  
  

DETERMINE the Project is a California Environmental Quality Act (CEQA), Class 30(b)(1) Categorical Exemption, pursuant to Article 19, Section 15330 of the CEQA Guidelines, and  

  




RECOMMENDATION(S): (CONT'D)
DIRECT the Director of Department of Conservation and Development to file a Notice of Exemption with the County Clerk, and  
  
AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $25 fee to the Department of Conservation and Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.  

FISCAL IMPACT:

Estimated Project cost: $100,000. 100% Local Road Funds.  

BACKGROUND:

The purpose of this project is to remove, purge, clean and properly dispose of underground storage tank(s) (UST(s)) and associated product lines. The UST(s) are located within the road shoulder adjacent to Hemme Station Park at the southwestern corner of the intersection of Danville Boulevard and Hemme Avenue in Alamo (Site). The UST that was discovered during investigations at the Site appears to be approximately 10 feet long and 4 feet in diameter. A large metallic object was also identified in a boring nearby at a depth similar to the known UST, suggesting the possibility of additional UST(s).  
  
On November 13, 2018, the Board of Supervisors awarded a job order contract (JOC) for repair, remodeling, and other repetitive work to be performed pursuant to the Construction Task Catalog to Mark Scott Construction, Inc., Aztec Consultants, and Staples Construction Company, Inc., each in the amount of $2,500,000. This project is expected to be performed by one of the three JOC contractors. A task order catalogue has been prepared for the JOC contractor to complete this Project. In the event that the Project is not performed by the JOC contractor, the Public Works Department will return to the Board for approval of plans and specifications and authorization to advertise and solicit bids.  

CONSEQUENCE OF NEGATIVE ACTION:

Delay in approving the project may result in a delay of design, construction, and may jeopardize funding.
