FISCAL IMPACT:
Each temporary employee will be limited to 960 hours per fiscal year. The total estimated cost for both temporary employees is $200,000. Sufficient funds will be appropriated and available in the District Attorney's budget through vacancy savings.
BACKGROUND:
Brian Douglas Hast and Julie Ann Hast retired from County service on March 30, 2019 as Deputy District Attorneys (Advanced). With a combined 70 years of experience in the Contra Costa District Attorney's Office, they are qualified and will be assigned as needed to fulfill the operations of the District Attorney's Office. Their experience includes Homicide, Sexual Assault, Juvenile, Felony Preliminary Hearings, Felony Trial Team, Special Operations, Fraud, Felony Filing, and Expediting.
There are currently 11 vacant attorney positions inclusive of one (1) Chief Assistant District Attorney and three (3) Senior Deputy District Attorney positions. The immediate appointments of Brian Douglas Hast and Julie Ann Hast are necessary to fill critically needed positions in the District Attorney's Office.
CONSEQUENCE OF NEGATIVE ACTION:
With over 10% of the attorney positions vacant in the District Attorney’s Office, the temporary hire of experienced attorneys familiar with all facets of the Office is critically needed. Negative action will be prohibitive to the ongoing operations of the District Attorney’s Office until vacant positions can be filled. New employees will require time acclimate and be trained with respect to their assigned function.
