RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Seneca Family of Agencies, a non-profit corporation of California, to discontinue the Children and Family Teams (CFT) Service Delivery Program, effective January 1, 2019, and to extend the term for the Family Finding Service Delivery Program from June 30, 2019 to December 31, 2019, with no change in contract payment limit.

FISCAL IMPACT:

The contract budget remains at $312,050 and funded with 50% State 2011 Realignment funds and 50% Federal Title IV-E Foster Care funds.

BACKGROUND:

Seneca Family of Agencies (Contractor) provides family finding services in support of the California Continuum of Care Reform (AB403).

Effective January 1, 2019, this amendment discontinues the Contractor's Children and Family Team (CFT) Service Delivery Program. The Child and Family Team Delivery Program, also known as the Child and Family Team Facilitation was added to assist and support Children and Family Services' (CFS) implementation of the Continuum of Care Reform in 2017. CFS will now support four Social Workers to continue this work as Child Family Team facilitators. The four facilitators are now in place in CFS, removing the need for Seneca to continue providing these services.   
  
Moreover, this amendment extends the Family Finding Service Delivery Program from June 30, 2019 to December 31, 2019. The Family Finding Service Delivery Program is a community-based intervention program that provides children with service alternatives to group home care through expanded family-based services. This service builds on the strengths of each child and family and are tailored to address their unique and changing needs.  
  
Original contract budget: $312,050; Board Order (C.84) approved by Board of Supervisors on July 10, 2018.

CONSEQUENCE OF NEGATIVE ACTION:

At-risk youth in restrictive group home settings will have less opportunities to transition into family-based services.

CHILDREN'S IMPACT STATEMENT:

This contract supports four of the five community outcomes established in the Children’s Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Safe, Stable and Nurturing"; and, 4) "Communities that are Safe and Provide a High Quality of Life for Children and Families" by placing at risk youth into family-based or less restrictive service settings.
