RECOMMENDATION(S):

APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to apply for and accept two grants from the Bay Area Air Quality Management District (Air District) 2018 Climate Protection Grant program. One application will be for Reducing Greenhouse Gases (GHGs) from Existing Buildings, and the second, a joint application with the cities of San Pablo, Antioch, and Walnut Creek, as well as Sustainable Contra Costa and 511 Contra Costa, will be for Fostering Innovative Strategies with long-term impacts in reducing GHG emissions.

FISCAL IMPACT:

No fiscal impact to the General Fund.

BACKGROUND:

In December 2015, the Board of Supervisors adopted a Climate Action Plan (CAP), which establishes goals for reducing greenhouse gas (GHG) emissions while improving community health. The overall goals for the CAP are to reduce GHG emissions 15% below baseline by the year 2020.

BACKGROUND: (CONT'D)

The Air District has available a total amount of $4.5 million for climate protection grants with award amounts limited to between $100,000 and $300,000. The 2018 Climate Protection Grant Program is a one-time funding program that prioritizes projects that make progress towards achieving the Air District’s 2030 and 2050 GHG targets and accelerating the implementation of local climate protection efforts. The two categories the Air District will fund are: (1) Reducing GHGs from Existing Buildings, and (2) Fostering Innovative Strategies with long-term impacts in reducing GHG emissions.

The County will seek funding to leverage the low-income weatherization program to install energy efficient, electric water heaters in households managed by the weatherization program. The County also will seek funding to partner with Sustainable Contra Costa, 511 Contra Costa, and the Cities of Antioch, San Pablo and Walnut Creek to launch the Community Climate Solutions’ “Go CO2 Free” online platform and conduct marketing and outreach to encourage community participation. The platform will serve as a tool for public engagement and behavior change to reduce GHG from individual households.

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve the recommended action, it will be more difficult for the County to plan for and take advantage of funding opportunities to reduce GHG emissions and to meet our Climate Action Plan goals.
