RECOMMENDATION(S):

APPROVE Appropriation Adjustment No. 5070 in the amount of $555,818 to transfer appropriations from Probation to the Public Works Department for installation of an astro-turf field at the Juvenile Hall.

FISCAL IMPACT:

Probation appropriations for salaries and benefits will be reduced by $555,818 and transferred to Public Works. 100% County General Fund.  

CONSEQUENCE OF NEGATIVE ACTION:

Appropriations will not be properly allocated.





BACKGROUND:

The play field at the Juvenile Hall is used for physical education activities for the youths in Probation's Care. Recreation is a vital component of the educational curriculum at the Juvenile Hall. Over the years, the Probation Department has struggled to keep the play field functional. The field has a gopher problem and despite Public Works best efforts, they have been unable to eradicate the issue. The gopher holes create a safety hazard and have resulted in a number of sprained ankles. Additionally, the field has poor drainage and it's often too muddy to use. After researching alternatives, Probation staff discovered that the installation of an astro-turf field would eliminate the problems with the field and would allow the use of the field on a more regular basis.
