RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Kevin Blatter DBA Delta Bay Consulting in an amount not to exceed $307,700 for management consulting services for the period July 1, 2018 through June 30, 2019.

FISCAL IMPACT:

The funds allocated for this contract are 48% State ($147,696), 42% Federal ($129,234) and 10% County ($30,770) in Administrative Overhead and are included in the FY 2018/19 department budget.

BACKGROUND:

Contracted services to include, but are not limited to, strategic planning; monitoring the ongoing status of the Employment and Human Services Department (EHSD) initiatives, special projects, and business strategy models; review Information Technology projects; assist in the implementation of a system for measuring and reporting average caseload per worker and determining staffing level needs; provide training and guidance to various levels of staff indicated through specific projects by the EHSD Director. EHSD has been contracting with Delta Bay Consulting for these services since 2014.

CONSEQUENCE OF NEGATIVE ACTION:

Strategic planning processes and management consulting services would not be available.
