RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an interagency agreement with Contra Costa County In-Home Supportive Services Public Authority in an amount not to exceed $2,265,734, to provide in-home supportive services for the period July 1, 2018 through June 30, 2019.

FISCAL IMPACT:

This agreement will create department expenditures of up to $2,265,734 that will be funded with 20% County, 28% State, and 52% Federal revenues. [CFDA #: 93.778]

BACKGROUND:

The County Board of Supervisors enacted Ordinance Number 98-14 in March 1998 establishing the Contra Costa County In-Home Supportive Services (IHSS) Public Authority (PA) as an independent public agency pursuant to California Welfare and Institutions Code section 12301.6. While the IHSS-PA is an independent public agency providing service to the County, it also receives services from County departments. This dual relationship requires an agreement that establishes the respective obligations and responsibilities of the County and the PA.

This board order will authorize the execution of the FY 2018-2019 interagency agreement and will ensure the continuation of IHSS program services.

CONSEQUENCE OF NEGATIVE ACTION:

In-home Supportive Services to County consumers may not be delivered.
