RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #24-680-34 with Telecare Corporation, a corporation, in an amount not to exceed $1,927,909, to provide gero-psychiatric and subacute mental health care services to severely and persistently mentally ill (SPMI) clients for the period from July 1, 2018 through June 30, 2019.

FISCAL IMPACT:

This contract is funded 81% Mental Health Realignment and 19% Hospital Utilization Review. (3% Cost of Living Adjustment)

BACKGROUND:

This contract meets the social needs of County’s population by providing gero-psychiatric services and subacute care for SPMI County residents at Contractor’s Villa Fairmont Mental Health Center, Garfield Neuro-Behavioral Center, Gladman Psychiatric Health Facility, and Morton Bakar Center. This contract is part of the Department’s cost saving plan to reduce the number of high-cost state hospital beds by developing alternative placements.  



BACKGROUND: (CONT'D)
On June 13, 2017, the Board of Supervisors approved Contract #24-680-33 with Telecare Corporation for the provision of gero-psychiatric and subacute mental health care for SPMI clients for the period from July 1, 2017 through June 30, 2018.  
  
Approval of Contract #24-680-34 allows the contractor to continue to provide gero-psychiatric and subacute mental health care services through June 30, 2019.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County’s SPMI adults will not have access to the contractor’s gero-psychiatric and subacute care services resulting in placements in state hospital facilities at greater cost to the County.
