RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Department director, or designee, to execute a contract with Interaction Associates, Inc. in an amount not to exceed $200,000 to provide management and supervisory training services for the period August 1, 2018 through July 31, 2020.

FISCAL IMPACT:

This contract is 100% funded by federal Head Start grant funds from the Administration for Children and Families of the U.S. Health and Human Services Department. [CFDA # 93.600]









BACKGROUND:

Interaction Associates Inc. is the developer of proprietary programs, Facilitative Leadership and Managing with Impact and remains the sole provider of these trademarked programs. For the past 15 years, CSB has utilized both of these training modules to guide the bureau's management practices. The proposed contract is to continue the training services for 2 years to allow for the continued training of current management and supervisors, and to train incoming supervisors and managers as they promote or are hired into the Bureau. Interaction Associates past experience in designing and facilitating training for the department and bureau will support consistent practices and principles, sharing a common language, and practicing collaborative leadership Bureau-wide. Approval of this contract will allow the training services to continue uninterrupted.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, staff will not receive important training.

CHILDREN'S IMPACT STATEMENT:

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: Children Ready for and Succeeding in School, Outcome 3: Families that are Economically Self-sufficient, and Outcome 4: Families that are Safe, Stable, and Nurturing. These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
