Referral History:
On November 15, 2016, the Board of Supervisors approved the creation of the Contra Costa County Sustainability Commission. The function of the Sustainability Commission is to:
  • Provide advice to staff and the Board on successful implementation of the Climate Action Plan, including suggestions on how that work can be performed more efficiently and effectively.
  • Advise the Board on opportunities to realize equity and fairness across the diverse communities of Contra Costa County in sustainability programs that support the Climate Action Plan.
  • Provide suggestions to staff and the Board on how to better engage Contra Costa County residents and businesses on sustainability issues and implementation of the Climate Action Plan.


On March 14, 2017, the Board of Supervisors amended the composition of the Sustainability Commission so that there are eleven members and five alternates, selected as follows:

  • Five District representatives nominated by individual members of the Board of Supervisors (representatives must be a resident of that district);
  • Five District alternates nominated by individual members of the Board of Supervisors (alternates must be a resident of that district);
  • Two members representing community groups whose mission includes sustainability and/or environmental issues;
  • Two members representing commercial groups or organizations whose business focuses on sustainability and/or environmental issues;
  • One member representing environmental justice issues and who lives in a disadvantaged community; and
  • One member who is a resident of Contra Costa County and represents an education institution in Contra Costa County or a research institution in Contra Costa or a neighboring County.


On March 14, 2017, the Board of Supervisors appointed Scott Warfe to the Education/Research seat on the County’s Sustainability Commission. On February 27, 2018, Mr. Warfe notified the County Sustainability Coordinator that he is no longer able to serve on the Sustainability Commission. Consistent with the Sustainability Commission Bylaws, the Sustainability Coordinator shared this information with the Clerk of the Board and the Chair of the Sustainability Commission. On March 20, 2018, the Board of Supervisors declared a vacancy on the Sustainability Commission and directed the Clerk of the Board to post it.
Referral Update:

The Clerk of the Board posted the Sustainability Commission vacancy in March 2018. The vacancy was advertised on the County's web site and circulated through social media and direct outreach to the Sustainability Commission and individuals who are on the service lists for the Ad Hoc Committee on Sustainability and the Sustainability Commission. The application deadline was April 24, 2018.

Three people applied for the At-Large, Education and Research seat. Attachment A contains the applications received by the Clerk of the Board, with personal contact information redacted.
