RECOMMENDATION(S):

ADOPT Resolution No. 2017/163 recommending that the 2017-2018 California State Budget return appropriate funding to the In-Home Supportive Services (IHSS) Program.

FISCAL IMPACT:

The Governor has proposed restoring the old IHSS cost-sharing arrangement which would shift $623 million in costs back to the counties. The first year cost of the shift to Contra Costa County would be over $12 million and would substantially increase the costs of Contra Costa County in each year thereafter.

In 2012, the State of California began the Coordinated Care Initiative (CCI) designed to provide a better method of dealing with the rising costs of the In-Home Supportive Services (IHSS) program which provides in-home care for low-income elderly and disabled residents. However, this year the Brown Administration determined that the initiative was not saving the state money. The Governor has proposed restoring the old IHSS cost-sharing arrangement which would shift $623 million in costs back to the counties. The first year cost of the shift to Contra Costa County would be over $12 million and would substantially increase the costs of Contra Costa County in each year thereafter.

  
This proposed Resolution would ask the Governor and the State Legislature to avoid the cost shift that would result in severe impacts to the County’s General Fund and potentially results in cuts to the IHSS program and other General Fund programs.

CONSEQUENCE OF NEGATIVE ACTION:

Should the Governor's current proposal be enacted, Contra Costa County could pay over $12 million more in IHSS costs each year.
