RECOMMENDATION(S):

APPROVE and AUTHORIZE the Chief Information Officer, or designee, to execute a Software and Services Agreement with Radiant RFID, LLC., in an amount not to exceed $65,000 for the purchase of a radio-frequency asset management platform, including implementation services, hosting, and software support, for the period May 9, 2017 through May 8, 2019.

FISCAL IMPACT:

The $65,000 is budgeted under Org# 1050 FY 2016-2017 and FY 2017-2018 and recovered via DoIT's billing process.












BACKGROUND:

Department heads are responsible for the custody of all County equipment assigned to them. The current value of DoIT’s capital asset ledger is over $23,000,000. One of the most complex challenges of the custodian's responsibility is efficiently tracking and managing the assets. By automating collection of the data, Radio Frequency Identification Technology (RFID) affords the ability to read multiple asset tags at once without requiring a line of sight, in turn, enabling the department to more quickly identify and accurately locate assets without scanning labels one-by-one. The RFID system is based on Virtual Asset Tracker (VAT) foundation and will greatly improve the department’s ability to maintain our vast array of assets, which are spread throughout the County.  
  
The agreement with Radiant RFID, LLC, will provide project management and planning, training, implementation, testing, validation, hosting and software support, for three years. Subsequent support will be renewed on an annual basis. Pricing is offered under U.S. General Services Administration (GSA) contract number GS-35F-0386V.  
  
In accordance with Administrative Bulletin No 616.0, the purchase of hardware, software and computer-related services (including any related maintenance, licensing and support services) requires Board of Supervisors approval. The County Administrator’s Office has reviewed this request and recommends approval.

CONSEQUENCE OF NEGATIVE ACTION:

If the Information Technology Department is not allowed to contract with Radiant RFID, LLC, for this software and services purchase, Accounting will continue using their old Access program, meaning they’ll be using a slow and error-prone system. Inventory of these valuable assets will still need to be manually entered and tracked in the old Access system.
