RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with WSP USA, Inc., in an amount not to exceed $300,000 for construction management services for the Byron Highway and Camino Diablo Intersection Improvements Project, for the period of May 9, 2017 through June 30, 2018, Byron area. County Project No. 0662-6R4094 / Federal Project No. HSIPL 5928 (117) (District III)  
  

FISCAL IMPACT:

This project, including this Consulting Services Agreement, will be funded by 23% Highway Safety Improvement Program Grant Funds, 17% Measure J Return to Source Funds, 12% East County Regional Area of Benefit Funds, and 48% Local Road Funds.  




BACKGROUND:

The project consists of widening Byron Highway and Camino Diablo to accommodate standard width travel lanes, shoulders and left turn pockets on three legs of the intersection, installing storm drain improvements and the installation of guardrails, sidewalk and ADA compliant curb ramps to current standards, including installing a new traffic signal at the intersection and improving the existing signage and warning devices at the railroad crossing on Camino Diablo and updating the roadway signing and striping.  
  
WSP USA, Inc., was selected to provide construction management services for the project after completing a request for qualifications solicitation, interview and technical proposal process. Public Works has successfully negotiated with WSP USA, Inc., to provide the construction management services.

CONSEQUENCE OF NEGATIVE ACTION:

Without Board of Supervisors’ approval, this Consulting Services Agreement will not be in effect. A delay in the construction of the Byron Highway and Camino Diablo Intersection Improvements Project will occur, ultimately delaying the completion of the project. Project delay may also result in substantial additional project costs and jeopardize the funding.
