RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with WSP USA, Inc., in an amount not to exceed $400,000, for construction management services for the Balfour Road Shoulder Widening Project, for the period of May 9, 2017 through June 30, 2018, Brentwood area. Project No. 0662-6R4002 (District III)

FISCAL IMPACT:

This project, including this Consulting Services Agreement, will be funded by 100% Discovery Bay Mitigation Funds.

BACKGROUND:

The project consists of widening Balfour Road and installing drainage facilities including culverts and drainage ditches between Bixler Road and Sellers Avenue. Work also includes construction of left turn pockets at the east and west leg of Balfour Road at Byron and the west leg of Balfour Road at Bixler Road.

WSP USA, Inc., was selected to provide construction management services for the project after completing a request for qualifications solicitation, interview and technical proposal process. Public Works has successfully negotiated with WSP USA, Inc., to provide the construction management services.

CONSEQUENCE OF NEGATIVE ACTION:

Without Board of Supervisors’ approval, this Consulting Services Agreement will not be in effect. A delay in the construction of the Balfour Road Shoulder Widening Project will occur, ultimately delaying the completion of the project. Project delay may also result in substantial additional project costs and jeopardize the funding.
