RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Community Violence Solutions, a non-profit corporation of California, effective April 1, 2017, to increase the payment limit by $6,000 to a new payment limit of $202,802 for updated security equipment and software for enhanced protection of sexually exploited and commercially sexually exploited youth and families when receiving crisis intervention and advocacy services for a period of July 1, 2016 through June 30, 2017.

FISCAL IMPACT:

$202,802: 41% County; 52% State; 7% Federal











BACKGROUND:

The Employment and Human Services Department contracts with Community Violence Solutions (CVS) to provide crisis intervention and advocacy services to victims of sexual assault, rape, human trafficking, domestic violence, and stalking in Contra Costa County as part of the Contra Costa Alliance to End Abuse. Services include providing a Sexual Assault Response Team, staffing the Rape Crisis Line 24/7, providing comprehensive, coordinated services to commercially sexually exploited youth and families, providing leadership to the Anti-Human Trafficking Coalition, providing outreach, education, training, and systems change advocacy. Additionally, CVS provides a designated Case Manager and Survivor Outreach Worker to increase identification, outreach, and services to victims of commercial sexual exploitation and at-risk youth.

CONSEQUENCE OF NEGATIVE ACTION:

Victims and families of commercial sexual exploitation and at-risk youth will have less security when receiving intervention and/or advocacy services.

CHILDREN'S IMPACT STATEMENT:

The services provided under this contract support all five of Contra Costa County’s community outcomes: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3)"Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5)"Communities that are Safe and Provide a High Quality of Life for Children and Families” by providing crisis intervention and advocacy services to victims of commercially sexually exploitation and at-risk youth in Contra Costa County.
