RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Bay Area Legal Aid, a non-profit corporation of California, effective April 1, 2017 to increase the payment limit by $24,210 to a new payment limit of $105,430 for additional clinic services to domestic violence victims and their families. (100% County-General Fund)

BACKGROUND:

This contract aids the prevention of domestic violence by providing 1) direct legal assistance to survivors, 2) information and assistance for both parties in restraining order actions, and 3) effective services for domestic violence victims and their families through coordinated assessment, measurement, and evaluation. Bay Area Legal Aid (BayLegal) collaborates with Contra Costa County Superior Court and STAND! For Families Free of Violence in operating Domestic Violence Restraining Order (DVRO) Clinics, assisting self-represented litigants prepare pleadings to request and obtain a Temporary Restraining Order, provide information about the Court process and legal procedures, and link litigants to other service providers. Services are provided by culturally- and linguistically-competent staff delivered on-site two-days per week at the County Family Justice Centers in West and Central County. BayLegal participates in the Contra Costa Alliance to End Abuse efforts to combat human trafficking including outreach, training, and coordination efforts.

CONSEQUENCE OF NEGATIVE ACTION:

Contra Costa County victims of domestic violence and sexual assault and their families would not have access to culturally- and linguistically-competent training, assistance, and services for navigating the County systems when requesting and obtaining Temporary Restraining Orders.

CHILDREN'S IMPACT STATEMENT:

The services provided under this contract support four of the five Contra Costa County’s community outcomes: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (4) "Families that are Safe, Stable and Nurturing"; and (5)"Communities that are Safe and Provide a High Quality of Life for Children and Families” by providing training, assistance, and support in legal process surrounding victims of domestic violence and sexual assault and their families.
