RECOMMENDATION(S):

APPROVE and AUTHORIZE the Chief Information Officer, or designee, to execute Change Order No. 10, effective May 2, 2017 to the Communication System Agreement with Motorola Solutions, to increase the payment limit by $24,900 to a new payment limit of 4,603,961, for the implementation of four (4) Virtual Private Network (VPN) connections to the Unified Event Manager (UEM), at the East Bay Regional Communications System Authority (EBRCSA) master site.

FISCAL IMPACT:

$24,900 budgeted under FY 16/17 Org #4295 and charged back to the EBRCSA via DoIT's billing proces.

BACKGROUND:

On May 20, 2009, the County entered into a Communications Systems Agreement with Motorola, Inc., for the purchase and installation of the Motorola P25 radio hardware. On May 20, 2012, Amendment No. 1 was executed to extend the term through May 31, 2015. The parties then agreed to further extend the term of the agreement through May 31, 2018, by executing Amendment No. 2.

The parties now propose execution of Change Order No. 10 to the agreement, which provides for the implementation of a four user VPN connection into Contra County's section of the Master Site Unified Event Manager (UEM). This connection will allow for the virtual administration, servicing, monitoring and forensics of EBRCSA's Motorola Astro 25 radio system.  
  
In accordance with Administrative Bulletin No 611.0, County Departments are required to obtain Board approval for single item purchases over $100,000. The County Administrator’s Office has reviewed this request and recommends approval.

CONSEQUENCE OF NEGATIVE ACTION:

If Change Order No.10 is not approved, County technicians will be unable to remotely access East Bay Regional Communications System Authority (EBRCSA) master site, causing additional delays in emergency situations.
