RECOMMENDATION(S):

ADOPT Position Resolution No. 22050 to add two (2) Animal Services Utility Worker (BJWE) (represented) positions at salary plan and grade QA5 0840 ($2,685 - $3,263) and cancel two (2) Animal Center Technician (BJWC) (represented) vacant positions, numbers 6576 and 14457 at salary plan and grade QA5 1041 ($3,276 - $3,982) in the Animal Services Department.  

FISCAL IMPACT:

The estimated cost to add the two (2) Animal Services Utility Worker position and cancel two (2) Animal Center Technician positions will result in estimated annual savings of $27,888, which includes approximate pension cost savings of $5,964.










BACKGROUND:

In a recent assessment of the Animal Services Department's husbandry program, which was performed by a Veterinarian consulting group, it was identified that there has been an increase in Length of Stay (LOS) percentages, which has caused an increase in the need for more sanitation and feeding services. Utility Workers' main responsibilities are to clean the dog kennels and cat cages, along with providing food and water to the department's sheltered animals. In addition, there has been a dramatic decrease in the department's intake numbers, which is a primary responsibility of the Animal Center Technicians. With less need to process the intake of animals, the department would like to cancel two Animal Center Technician vacant positions and add two Animal Services Utility Worker positions in order to meet the current needs of the animal shelters.

CONSEQUENCE OF NEGATIVE ACTION:

If this request is not approved, the Animal Services Department's husbandry program's staff will not be able to maintain the volume of cleaning and feeding services needed, which will negatively affect animal welfare and our sheltered animals quality of care.
