RECOMMENDATION(S):

APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to apply for and accept a grant in an amount up to $253,538 from Contra Costa County Keller Canyon Mitigation Trust fund to fund one Deputy Sheriff position for the Bay Point School Resource Officer Program for the period of July 1, 2016 through June 30, 2017.

FISCAL IMPACT:

$253,538, 100% Keller Canyon Mitigation Funds. No County match.














BACKGROUND:

The Bay Point School Resource Officer Program is to emphasize the prevention and enforcement of criminal matters and to participate in the youth intervention programs. In addition to the general goals the School Resource Officer also assists the Resident Deputies with organizing and planning the yearly Christmas and Holiday Heroes programs and the annual Bike Rodeo and bicycle give-away. The outcomes and impacts of this project will result in reducing the number of incidents within the local schools, increasing public trust, and reducing the seriousness of incidents and/or the amount of harm, as reflected in routinely collected law enforcement data/information related to problems (e.g. crime data, arrests, incident reports, calls for service). Since this is an on-going project, the School Resource Officer is flexible in approaching and dealing with the issues affecting the schools, their students and the community. In the off season while school is out of session, the School Resource Officer focuses on the Crime Free Multi-Housing Program to ensure the children have a safe/crime free home environment.

CONSEQUENCE OF NEGATIVE ACTION:

The Office of the Sheriff would not be able to fund a full time Bay Point School Resource Officer.

CHILDREN'S IMPACT STATEMENT:

The Bay Point School Resource Officer helps to establish a safe school environment and promote positive development of the Bay Point youth.
