RECOMMENDATION(S):

APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to apply for and accept a grant in an amount up to $253,538 from the Contra Costa County Keller Mitigation Trust Fund to fund one Deputy Sheriff position for the Bay Point Resident Deputy program for the period of July 1, 2016 through June 30, 2017.

FISCAL IMPACT:

$253,538, 100% Keller Canyon Mitigation Fund. No County match.













BACKGROUND:

The Bay Point Resident Deputy Program provides focused Community Policing to the residents of Bay Point with an emphasis on crime prevention, enforcement, active participation in the National Crime Free Housing Program, acts as a liaison to local businesses and works with the School Resource Officer to implement and participate in youth crime prevention programs. Due to the level of continual and increasing criminal activity in the Bay Point community, the regular beat deputies are often unable to address many of the quality of life issues affecting residents. The Resident Deputy Program allows the program deputies to concentrate on the prevention of criminal activity, build personalized/ one-on-one relationships with businesses and residents alike, allows time to familiarize themselves with specific criminal elements, identify and strengthen vulnerable points of the community and improve the overall atmosphere of the neighborhoods by adding a consistent enforcement.

CONSEQUENCE OF NEGATIVE ACTION:

The Office of the Sheriff would not be able to fund a full time Bay Point Resident Deputy.

CHILDREN'S IMPACT STATEMENT:

The Bay Point Resident Deputy works with the School Resources Officer to implement and participate in youth crime prevention programs.
