RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Hanna Engineering, Inc. (dba The Hanna Group), in an amount not to exceed $200,000 for construction management services for the Canal Road Sidewalk and Bike Lane Project, for the period of May 24, 2016, through the project closeout, Bay Point area. County Project No. 0662-6R4062, Federal Project No. SR2SL-5928 (116)

FISCAL IMPACT:

This project, including this Consulting Services Agreement, is funded by 35% Congestion Mitigation and Air Quality Lifeline Transportation Grant Funds, 16% Safe Routes to School Funds and 49% Local Gas Tax Funds.

BACKGROUND:

This project will consist of roadway widening, sidewalk, curb and gutter installation and drainage improvements in the Bay Point area, along Canal Road between Bailey Road and Loftus Road.

The Hanna Group was selected to provide construction management services for the project after completing a request for qualifications solicitation, technical proposal, and interview process. Public Works has successfully negotiated with The Hanna Group to provide the construction management services.

CONSEQUENCE OF NEGATIVE ACTION:

Without Board of Supervisors’ approval, this Consulting Services Agreement will not be in effect. A delay in the construction of the Canal Road and Sidewalk and Bike Lane project will occur, ultimately delaying the completion of the project. Project delay may also result in substantial additional project costs and jeopardize the funding.
