RECOMMENDATION(S):

ADOPT Resolution No. 2016/370 authorizing the Sheriff-Coroner, or designee, to apply for and accept a U.S. Department of Justice National Institute of Justice grant in an amount not to exceed $398,608 for the purchase of bullet proof vests from September 1, 2016 through August 31, 2018.

FISCAL IMPACT:

50% County cost: $199,304.06, budgeted. 50% Federal; $199,304.06. The Bulletproof Vest Partnership Program grant through the National Institute of Justice requires local jurisdictions to pay 50% of the cost of bulletproof vest replacement.

BACKGROUND:

The U.S. Department of Justice, National Institute of Justice announced the 2016 Bulletproof Vest Partnership grant program to assist in the purchase of life-saving bulletproof vests approved by the National Institute of Justice. Bulletproof vests are replaced on a five-year cycle. The vests to be purchased with these grant funds will be used to replace vests that have exceeded their life cycle. The Sheriff's Office is by far the largest purchaser of safety vests among the County agencies. If this grant is awarded, the grant will provide support for the purchase of bulletproof vests for law enforcement personnel in the Sheriff's Office as well as the Department of Probation which is a sub-grantee on the grant application.

CONSEQUENCE OF NEGATIVE ACTION:

Bulletproof vests will be purchased exclusively with appropriated funds if this application is not accepted.
