RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #72-079-2 with Contra Costa Regional Health Foundation, a nonprofit corporation, in an amount not to exceed $129,650, to act as fiscal agent to the County’s Advancing Public Health Solutions Program by providing stipends to up to 45 student participants that meet the curricula and internship requirements each year and processing expense payments associated with other support services for the period from April 1, 2016 through January 31, 2018.

FISCAL IMPACT:

This Contract is funded 100% California Endowment Grant Funds.

BACKGROUND:

On March 8, 2016, the Board of Supervisors approved and authorized the Health Services Director to execute a grant agreement with the California Endowment for the Richmond Public Health Solutions Project in an amount not to exceed $302,028, for the period of February 1, 2016 through January 31, 2018.

Under Contract #72-079-2, the Health Services Department will be able to work collaboratively with the Contra Costa Regional Health Foundation to support the grant's purpose of providing Richmond youth the skills and experience they need to advance their education, learn community advocacy and become part of the public health workforces. This contract will allow the Contractor to act as the fiscal agent providing stipends to students at De Anza High School who have completed the County’s Public Health Solutions Project in Richmond and process expense payments associated with student field trips, tutoring, case management and other support services, and a graduation ceremony for interns and their families, for the period from April 1, 2016 through January 31, 2018.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, students at De Anza High School, Richmond will not receive stipends for program completion through this contractor.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
