RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to execute revenue agreements with the California Department of Education for 2016-2017 agreements for State Preschool, General Childcare and Development, Alternative Payment and Facilities Renovation programs operated by the County.

No County match

BACKGROUND:

California Department of Education routinely sends revenue agreements to the County for the purpose of providing childcare and development services to eligible county residents through the Employment & Human Services Department, Community Services Bureau. The agreements require resolutions indicating signature authority for the agreements and subsequent amendments. The resolution accompanying this board order will allow the department head and bureau director authority to sign the agreements for 2016-2017. The State requests passage of this resolution to facilitate expedited returns of the revenue agreements.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, County will not receive funding to operate this childcare program.

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
