RECOMMENDATION(S):

APPROVE the Hemme Station Park Project (Project) and AUTHORIZE the Public Works Director, or designee, to advertise the Project, Alamo area. [Project No.7758-6X5188, DCD-CP#15-42 (District II)], and  
  

FIND, on the basis of the Initial Study/Mitigated Negative Declaration and all comments received and staff responses contained herein (no comments received), that there is no substantial evidence the Project may have significant effect on the environment, and  

  

RECOMMENDATION(S): (CONT'D)
ADOPT the Mitigated Negative Declaration and Mitigation and Monitoring Reporting Program in compliance with the California Environmental Quality Act, pursuant to Article 6, Section 15070(a), (the custodian of which is the Department of Conservation and Development Director who is located at 30 Muir Road, Martinez, CA), and  
  
DIRECT the Director of Conservation and Development to file a Notice of Determination with the County Clerk, and  
  
AUTHORIZE the Public Works Director to arrange for payment of $2,210.25 for California Department of Fish and Wildlife fees, and a $50 fee to the County Clerk for filing the Notice of Determination, and a $25 fee to Department of Conservation and Development for processing, and  
  
AUTHORIZE the Public Works Director, or designee, to solicit bids to be received on or about June 9, 2016, and issue bid addenda, as needed, for clarification of the bid documents provided the involved changes do not significantly increase the construction cost estimate, and  
  
DIRECT the Clerk of the Board to publish, at least 14 calendar days before the bid opening date, the Notice to Contractors in accordance with Public Contract Code 22037, inviting bids for the Project, and  
  
DIRECT the Public Works Director, or designee, to send notices by email or fax and by the U.S. Mail to the construction trade journals specified in Public Contract Code Section 22036 at least 15 calendar days before the bid opening.

FISCAL IMPACT:

100% County Service Area R-7A Funds.

BACKGROUND:

Plans and specifications for the project have been prepared for the Public Works Department by Stantec Architecture, Inc., and filed with the Clerk of the Board by the Public Works Director. The construction cost estimate is $1,000,000. General prevailing wage rates to be used in the contract are on file with the Clerk of the Board of Supervisors and will be the minimum rates paid on this project.  
  
Special Districts staff has met with the Alamo Municipal Advisory Council over the past few years to develop the proposed project, which will involve construction of a new neighborhood park on a currently vacant County-owned lot at the corner of Danville Boulevard and Hemme Avenue.  
  
This property adjacent to the Iron Horse Trail was identified as a future park site by the Alamo community as early as 2008. The County acquired the property in 2014. A public meeting held in September 2014, a Community Survey, and subsequent meetings of the Alamo Municipal Advisory Council during 2014 and 2015 have gathered public input and led to the completion of a design by the County’s landscape architect consultant (Stantec). The design is for a respite park for travelers on the Iron Horse Trail and for the local community. It includes restrooms, drinking fountains and water station, bike racks, benches, shade structure with picnic tables, trash and recycling cans, pet waste disposal station, decomposed granite walking path, a central turf area, and associated landscaping. A tot lot play area and interpretive elements related to the area history and trains are also included. The park will be enclosed with split rail and solid fencing. The facilities will be accessible, per American with Disabilities Act guidelines. Access for park users will be via a paved connector to the Iron Horse Trail.

CONSEQUENCE OF NEGATIVE ACTION:

If the project is not approved to proceed, the project will not be constructed. Routine maintenance costs associated with the vacant site (i.e., rental fencing and occasional site cleanup) would continue to be incurred.
