RECOMMENDATION(S):

APPROVE and AUTHORIZE the County Veterans Services Officer or designee to apply for, and execute a contract to accept, grant funding from the California Department of Veterans Affairs (CalVet) in an amount not to exceed $27,000 to provide mental health outreach and support services for a period of up to twelve months following the date of contract award.

FISCAL IMPACT:

The requested $27,000 grant funding would be disbursed by the California Department of Veterans Affairs through the 2015-16 Proposition 63, the Mental Health Services Act, grant program. Funding is specifically provided to County Veterans Service offices. No County match is required.

BACKGROUND:

In July of 2014, the County Veterans Service Office in collaboration with CCTV debuted "Veteran's Voices", a monthly talk show that has facilitated outreach efforts for East Bay veterans and their families. Funding for "Veteran's Voices" production was provided by CalVet through 2014-15 Proposition 63 grant program monies. CalVet is now inviting County Veterans Service Offices (CVSO) providing mental health outreach and services to submit applications for the 2015-16 Proposition 63 funding. Therefore, the County Veterans Services Office is requesting approval to apply for and accept this grant funding, which will allow for the production of an additional 12 monthly episodes of "Veteran's Voices."

The maximum grant per grantee is $27,000.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Veterans Service Office may be unable to provide key mental health outreach and support services to veterans and their families living in Contra Costa County.
