RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement (CSA) with Hanna Engineering, Inc. (dba The Hanna Group (“Hanna”)), in an amount not to exceed $1,219,800 for construction management services for the Orwood Road Bridge Replacement Project, for the period April 21, 2015 through December 31, 2017, Brentwood area. County Project No. 0662-6R4076/Federal Project No. BRLO 5928(045)

FISCAL IMPACT:

Construction funding for this project, including this CSA, is funded by 100% Federal Highway Bridge Replacement Funds.

BACKGROUND:

The project consists of replacing the existing bridge structure and reconstructing the roadway approaches on Orwood Road at Werner Dredger Cut in the Brentwood area (the “Project”).

Hanna was selected to provide construction management services for the project after completing a request for qualifications solicitation, technical proposal, and interview process. Public Works has successfully negotiated with Hanna to provide the construction management services.

CONSEQUENCE OF NEGATIVE ACTION:

Without Board of Supervisors’ approval, this CSA will not be in effect. A delay in the construction of the Orwood Road Bridge Replacement will occur, ultimately delaying the completion of the project. Project delay may also result in substantial additional project costs and jeopardize the funding.
