RECOMMENDATION(S):

ADOPT Resolution No. 2015/140 to provide a 3.0% increase in base pay for the Management, Exempt, and Unrepresented Employees as specified, effective July 1, 2015 and beyond; and a lump sum payment of $500 for employees as specified.

FISCAL IMPACT:

The terms and conditions set forth in this action would result in estimated FY 2014/15 costs of $3,500 and estimated FY 2015/16 costs of $55,500, which includes $22,200 in pension costs.

BACKGROUND:

Historically, the wages and benefits granted by the County to its department heads, managers, and unrepresented employees have paralleled the wages and benefits negotiated by the County with its various labor organizations.

On April, 22, 2014, The Board of Supervisors approved Resolution No. 2014/109, which provided a lump sum payment of $500 for the Management, Exempt and Unrepresented Employees on April 1, 2015. Resolution No. 2014/109 also provided for a 3% salary increase for the Management, Exempt and Unrepresented Employees on July 1, 2015.  
  
Since the date that approval of Resolution No. 2014/109 occurred, several new management and unrepresented classifications have been created or retitled or transferred into different departments. Without action by the Board these classifications will not be provided the lump sum payment or salary increase identified in Resolution No. 2014/109.  
  
Resolution No. 2015/140 would provide a lump sum payment of $500 on April 1, 2015 and a 3% salary increase on July 1, 2015 for the additional unrepresented classes as specified.

CONSEQUENCE OF NEGATIVE ACTION:

Without action by the Board, these classifications will not be provided the lump sum payment or salary increase identified in Resolution No. 2014/109.
