RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract Amendment Agreement #24-925-26 with Lincoln Child Center, Inc., a non-profit corporation, effective March 1, 2015, to amend Novation Contract #24-925-25, to increase the payment limit by $888,422, from $4,922,115 to a new payment limit of $5,810,537, with no change in the original term of July 1, 2014 through June 30, 2015, and to increase the automatic extension payment limit by $444,211, from $2,461,057 to a new payment limit of $2,905,268 with no change in the term of the automatic extension, through December 31, 2015.

FISCAL IMPACT:

This amendment is funded 48% by Federal Financial Participation, 42% by County Mental Health Realignment and 10% by Mental Health Services Act. (No rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing therapy, medication support, case management, outreach, and crisis intervention services to elementary and junior high aged students in East County in order to reduce the need for out-of-home placements.

On December 2, 2014, the Board of Supervisors approved Novation Contract #24-925-25 with Lincoln Child Center, Inc. for the provision of school-based mental health services, including multi-dimensional family treatment for severely emotionally disturbed students and their families, for the period from July 1, 2014 through June 30, 2015, which included a six-month automatic extension through December 31, 2015.

Approval of Contract Amendment Agreement #24-925-26 will allow the Contractor to provide additional school-based services through June 30, 2015.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, mental health services will not be provided at Petite Academy possibly necessitating higher levels of care for those students.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
