BACKGROUND:
The Department responded to one time funding available to the County from the Department of Education for Child Development program facility renovations and repairs. The Board approved acceptance of funding from California Department of Education for facility renovation and repair on October 23, 2012. The The County received funding in the amount of $198,214 to be used during the budget period of July 1, 2012 through June 30, 2015. The Board approved an amendment to the agreement on March 11, 2014 to amend the facility repair plan to include additional Children's Center sites: Fairgrounds (Antioch), George Miller (Concord), Balboa (Richmond), Lavonia Allen (Bay Point), Los Arboles (Oakley). This second amendment seeks to further amend the facility repair plan to include additional projects to Balboa Children's Center (Richmond) and Lavonia Allen Children's Center (Bay Point). The projects are to replace the roof of a modular building at Balboa and to complete ground leveling and playground area turf replacement at Lavonia Allen. These requests were made to provide a safer environment for the children served at those centers.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, County will not receive funds to completed necessary facility repairs.

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
