RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21657 to add one (1) Administrative Services Assistant III (APTA) (represented) position at salary plan and grade ZB5 1631 ($5,432-$6,736) in the Employment and Human Services Department, Administrative Bureau.  

FISCAL IMPACT:

Upon approval of this position, the net county cost will increase by $2,673 during the current fiscal year. Total annual cost of $106,919 will be funded 45% Federal revenue, 45% State revenue, and 10% County Cost. The annual pension cost is $22,818.











BACKGROUND:

The Employment and Human Services Department requests to add one permanent full time Administrative Services Assistant III position in the Administrative Bureau in the Facilities Management Division. This position will provide administrative support to the Facilities, Purchasing and Administrative Services operations. In accordance with the Standardized Emergency Management System (SEMS) and mandates from the California Department of Social Services, the County Social Services Director is responsible for Mass Care and Shelter Operations for the County and must have trained and dedicated staff available in the event of an emergency or disaster. The person selected will have primary responsibility for responding to and assisting at the County Emergency Operations Center, as well as the EHSD Operations Center, as well as preparing and maintaining the Department's emergency plans, and ensuring the emergency infrastructure is in place and maintained and that staff are trained and prepared.

CONSEQUENCE OF NEGATIVE ACTION:

If this position is not added the Department will have insufficient staff to effectively prepare and maintain the Department's emergency preparedness plan to ensure the Mass Care and Shelter Operations for the County are in readiness in the event of a disaster.
