RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Kevin Blatter (dba Delta Bay Consulting) for management consulting services in an amount not to exceed $290,000 for the period July 14, 2015 through June 30, 2016.

FISCAL IMPACT:

$290,000; 100% EHSD Administrative Overhead (10% County, 45% State, 45% Federal).

BACKGROUND:

Contracted services to include, but not limited to, monitor the ongoing status of EHSD initiatives, review and monitor Information Technology projects, analyze business processes, develop a system for measuring and reporting the average workload and caseload per worker to determine staffing level needs, and provide training and guidance to various levels of staff as indicated by specific projects.

CONSEQUENCE OF NEGATIVE ACTION:

EHSD strategic planning processes and management consulting services would by limited.
