RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a memorandum of understanding between Contra Costa County and the City of Martinez to conduct an alignment study for the Pacheco Boulevard Improvements Project (Project No. 0662-6R4113), Martinez area.

FISCAL IMPACT:

100% Measure C funds.

BACKGROUND:

The County has requested an appropriation of Measure C funds from the Contra Costa Transportation Authority for the Pacheco Boulevard Improvements Project to conduct the alignment study. Measure C was the ½-cent sales tax for transportation projects within Contra Costa County approved by voters and extended by Measure J. The Pacheco Boulevard Improvements Project was part of the Measure C Strategic Plan and Measure C funds for the project still remain.  
  


BACKGROUND: (CONT'D)
The Pacheco Boulevard Improvements Project provides for an alternate route to I-680 enhancing circulation and redundant access from Blum Road to Morello Avenue. The first step in moving this project forward is to conduct an alignment study to more specifically identify the necessary roadway improvements to accommodate current and future traffic demands.  
  
The Public Works Department (County) and the City of Martinez (City) have been working together to develop a scope of work and select a consultant team to perform an alignment study along Pacheco Boulevard. The alignment study will refine the alignment and roadway section for the corridor, including the development of alternatives.

CONSEQUENCE OF NEGATIVE ACTION:

A negative action would delay the proposed study and identification of roadway improvements.
