RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21650 to add one (1) Network Administrator II (LNSB) (represented) position at salary plan and grade ZA5 1787 ($6,340-$7,707) and cancel one (1) vacant Network Analyst II (LBTA) (represented) position #24 at salary plan and grade ZA5 1787 ($6,340-$7,707) in the Information Technology Department.  

FISCAL IMPACT:

This transaction will not result in any additional cost to the Department as both classifications are allocated at the same salary level. The Department of Information Technology charges for all services and these charges will be recovered through service fees charged to user departments that include revenue generated from non-general fund departments and other public agencies.   







BACKGROUND:

For the last five years, the Department of Information Technology has been using a contractor to manage a variety of systems for multiple County departments. Many of these systems require specialized knowledge and skill sets that are difficult to recruit. These systems are mission-critical for the departments that use them and DoIT needs to maintain technical support and planning services essential to these systems. Some of the primary departments that rely on these systems are Conservation and Development, Animal Services, the County's Justice Partners, Information Technology, and all agencies that use the County Geographic Information System.   
  
In September of this year, DoIT renewed the outside contract for these essential services. However, during the Meet and Confer process with Local 21, DoIT agreed to attempt to replace this contract with permanent staff. After analyzing the available job classes, staff determined that the best match for this position is the Network Administrator II job class. Based on the ongoing need for services and the agreement with Local 21, we are seeking to add and fill a Network Administrator II position. If we successfully fill this position, then the contracted services will be terminated and the contract funding will be reallocated for the additional staff cost. As a guaranteed offset against the added cost of the new Network Administrator II (LNSB) position, we are proposing to cancel Network Analyst II position #24.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, this position will not be properly classified based on assigned duties and responsibilities of the position.
