RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21658 to add one permanent full-time Mental Health Program Manager (VQDC) at salary level ZA5-1844 ($6,708.50- $8,154.23) and cancel vacant permanent full-time Mental Health Program Supervisor (VQHP) at salary level ZA5-1749 ($6,106.25 - $7,422.19) position #10343 in the Health Services Department. (Represented)

FISCAL IMPACT:

Upon approval, this action will result in an annual increased cost of $12,913.19, including pension cost of $3,118.49. The total cost is 100% funded by the Mental Health Services Act.

BACKGROUND:

The Utilization Review Program Manager monitors and reviews the Medi-Cal documentation and billing for the entire Mental Health Division. Ensuring the County’s Mental Health Programs, including contract providers, network and system of care providers are in compliance with all State and Federal rules and regulations regarding clinical documentation standards and Medi-Cal billing. Due to the diversity and complexity along with depth and breadth of necessary knowledge of the mental health programs and ensuring the compliance with both state and federal laws the proper classification would be Mental Health Program Manager.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Health Services Behavioral Health Division will not be able to ensure the generating of revenue streams and avoid disallowances and ultimately safeguard the continued mental health services our Behavioral Health Division provides to its clients.
