RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Lutheran Social Services of Northern California, in an amount not to exceed $484,176 to provide transitional housing and support services to eligible emancipated transitional aged foster youth for the period July 1, 2023 through June 30, 2025.

FISCAL IMPACT:

This Contract will increase department expenditures by $484,176 ($242,088 annually for two years) to be funded 100% by 2011 State Realignment. $242,088 is already budgeted in FY 2023-2024 and the remaining $242,088 will be budgeted as part of the FY 2024-2025 Recommended Budgets. (100% State)










BACKGROUND:

Transitional Housing Program-Plus (THP+) is a transitional housing program for young adults who exited foster care on or after their 18th birthday and are not yet 25 years of age. The housing model provides participants a safe living environment while obtaining skills and supportive services to become self-sufficient, including educational and employment services, counseling and crisis intervention, as well as assistance with securing permanent housing. Lutheran Social Services (Contractor) will provide THP+ services for up to an average of seven (7) full-time participants per month as referred by the EHSD Children and Family Services Independent Living Skills Program staff.  
  
This is a renewal contract; the previous contract with this Contractor for these services was authorized by the Board of Supervisors on June 21, 2022 (C.96) for FY 2022-2023.

CONSEQUENCE OF NEGATIVE ACTION:

Housing and support services for youth transitioning from foster care to independent living will be hindered.

CHILDREN'S IMPACT STATEMENT:

This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) “Families that are Economically Self Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are Safe and Provide a High Quality of Life for Children and Families”. This is accomplished by providing safe housing and support to assist youth while transitioning from foster care to independent living.
