RECOMMENDATION(S):

APPROVE and AUTHORIZE the County Librarian, or designee, to apply for and accept a grant in the amount of $195,000 from the City of Antioch for Community Development Block Grant (CDBG) funds to replace the Antioch Library's heating, ventilation and air conditioning (HVAC )system, for the period July 1, 2020 through June 30, 2021.

FISCAL IMPACT:

No County match.

BACKGROUND:

The CDBG program is funded by the federal government through the Department of Housing and Urban Development. The primary objective of this program is to help develop viable urban communities through the provision of decent housing, a suitable living environment, and economic opportunity, principally for low and moderate income persons. The cities of Antioch, Concord, Pittsburg, Walnut Creek, and Contra Costa County, on behalf of all the other cities and the county unincorporated area (the Urban County), joined to form the Contra Costa HOME and CDBG Consortium. Together these jurisdictions cover all of Contra Costa County and have a joint, integrated funding application for these funds.

CONSEQUENCE OF NEGATIVE ACTION:

The Antioch Library's HVAC system will not be replaced.
