RECOMMENDATION(S):

ADOPT revisions to the Measure X Community Advisory Board Bylaws to provide more detail regarding the process for subsequent appointments of Supervisorial and At-Large members and alternates, and allow unscheduled vacancies prior to October 1, 2021, to be filled using the current recruitment pool; ACKNOWLEDGE resignation of Donna Colombo as District II Alternate; and, APPOINT Steven Bliss as the District II Alternate to the Measure X Community Advisory Board.

font-family:">voters passed Measure X, a ½ cent sales tax levied countywide (exempting food sales), in November 2020. Collection of the sales tax began April 1, 2021 and will be available for distribution in FY 2021-22.   
  
The Board of Supervisors approved the creation of a 17-member Community Advisory Board to recommend funding priorities of annual revenue received under Measure X funds, directed the County Administrator to return to the Board of Supervisors with a process to move forward in soliciting applications and seating members on the Community Advisory Board, and further
  
directed that the Advisory Board be a Brown Act body that is staffed by the County Administrator's Office. On March 9, the Board of Supervisors approved Bylaws recommended by the Finance Committee.   
  
Following the application period, the Clerk of the Board forwarded applications to all Board members for selection of nominees. On March 29, the Finance Committee invited each applicant wishing to make a public comment regarding their qualifications to do so. The Finance Committee discussed the expertise and perspectives of the applicants and the desire to include more voices on the Measure X Community Advisory Board by including alternates. The Finance Committee recommended revisions to the bylaws to formally allow the use of five Supervisorial District Alternates and five At-Large alternates (attached). At the conclusion of the comment period, the Committee made nominations to the Board of Supervisors which were adopted on April 6, 2021.  
  
The Bylaws adopted by the Board of Supervisors on April 6, 2021, had limited information regarding how subsequent appointments are to be made. The attached bylaw revisions allow for use of the initial recruitment pool through September 30, 2021 and provide greater detail regarding the process for subsequent appointments of Supervisorial and At-Large members and alternates.   
  
Using the current recruitment pool, Supervisor Andersen is nominating Steven Bliss (Lafayette) as the District II Alternate to the Measure X Community Advisory Board to replace Donna Colombo, who resigned.

CONSEQUENCE OF NEGATIVE ACTION:

The Measure X Community Advisory Board Bylaws will not be clarified and the District II alternate nomination will be delayed.
