RECOMMENDATION(S):

APPROVE and AUTHORIZE the Chief Engineer, or designee, to execute a Sole Source Contract (contract) with Horizon Water and Environment, LLC, in an amount not to exceed $500,000, for Routine Maintenance Program development and coordination, for the period March 30, 2021 to March 30, 2024, Countywide. County Project No. WO8241

FISCAL IMPACT:

This contract is funded by 100% Flood Control District Funds.  












BACKGROUND:

Contra Costa County (County) Public Works Department has developed a Routine Maintenance Program (Program) for work in and around features such as creeks, streams, and drainage basins in lieu of seeking individual permits for routine maintenance. The U.S Army Corps of Engineers, Regional Water Quality Control Boards, California Department of Fish and Wildlife, and the San Francisco Bay Conservation and Development Commission regulate these features. Horizon Water and Environment, LLC, was previously commissioned to develop the Program and provide regulatory coordination support based on their expertise developing routine maintenance programs. The Program is a living document that may require revisions as information is gathered during implementation. The Scope of this contract includes assistance in the first years of implementation as needed, development of program templates, revisions to the Program as needed, regulatory coordination, as well as technical expertise as needed in areas of biological, botanical, cultural resources and hydro-geomorphological sciences.

CONSEQUENCE OF NEGATIVE ACTION:

If the contract is not approved by the Board of Supervisors, it may jeopardize or delay implementation of the Program.
