Referral History:
The County's former Health Services Department Director, Dr. William Walker, serves on the Legislation Committee of County Health Executives Association (CHEAC) and on the Executive Committee of California Association of Public Hospitals and Health Systems (CAPH). Josh Sullivan, Health Services Administrator, is participating with Dr. Walker in these activities as well as making Legislative visits to Washington, D.C. (February 27, 2019) and Sacramento (March 2019).

The priority of those visits has been to update our Congressional and legislative delegations regarding the scheduled October 1 cuts to the Disproportionate Share Hospital funds, the threats to 340B drug discounts, and the renewal of our Medicaid waiver which expires next year. Dr. Walker will be providing an update the Legislation Committee on these issues.

Referral Update:
In Texas v. United States,the trial court invalidated the entire Affordable Care Act (ACA), including the Medi-Cal expansion that has significantly benefited California residents by expanding access to critically-needed and high quality health and behavioral health care services for the most at-risk residents. That decision is temporarily on hold while the Court of Appeals considers the case.

ACCEPT the report from Dr. Walker and provide direction to staff, as needed.
