RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute an amendment to the Consulting Services Agreement with Ross Drulis Cusenbery Architecture, Inc. (RDC), to extend  
termination date by 24 months with no other change to the other terms or payment limit, to provide architectural, engineering, and other technical support services during further design and construction phases support for the new Emergency Operations Center/Public Safety Building.

No fiscal impact.  

BACKGROUND:

The construction of a new Emergency Operations Center/Public Safety Building is part of the County’s five year plan for capital facility projects, RDC was selected through a competitive, qualifications-based selection process to provide architectural, engineering and other technical services for a planning study for preliminary work on a new emergency operations center. On August 16, 2016, the Board approved the Consulting Services Agreement with RDC.  
  
At the Board’s retreat on January 31, 2017, RDC presented three options and the Board selected option 1 as the preferred location for the new Public Safety Building and the new Emergency Operations Center. At that time it was recommended to the Board to retain RDC to complete the next phase of design work and complete the bridging documents necessary to construct the project. Amendment No. 1 approved on March 7, 2017, provided these services and increased the payment limit for the contract. On October 17, 2017 Board approved amendment No. 2 to add subconsultants and update project schedule with no other change or payment limit.  

CONSEQUENCE OF NEGATIVE ACTION:

If the Amendment is not approved, the project will not have background and peer review of design intent for architectural engineering and other technical aspects of the project used in bridging documents, and could potentially impact final design.
