BACKGROUND:

At its April 10, 2017 meeting, the Legislation Committee voted unanimously to recommend positions to the Board of Supervisors on the following seven state bills as follows:

1 AB 557 Rubio CalWORKs: Victim of Abuse Expands and modifies the circumstances for waiving the California Work Opportunity and Responsibility to Kids (CalWORKs) program requirements for victims of abuse. Support
2 AB 1164 Thurmond Foster Care Placement: Funding Establishes the Emergency Child Care Bridge Program for Foster Children to facilitate access to child care for foster youth and the families with whom they are placed through the provision of child care vouchers and/or payments, navigator services, and trauma-informed training and coaching for child care providers Support
3 AB 1332 Bloom Juveniles: Dependents: Removal Establishes a specific standard for removal of a dependent child from the physical custody of a noncustodial parent. Support
4 AB 1406 Gloria Homeless Youth Advocacy and Housing Program Establishes the Homeless Youth Advocacy and Housing Program to award grants to up to 10 local continuums of care that demonstrate the ability to contract with service provider capable of providing housing assistance and supportive services to homeless youth with the goal of transitioning youth towards self-sufficiency. Support
5 SB 213 Mitchell Placement of Children: Criminal Records Check Alters the background check process for prospective foster and adoptive parents by establishing a list of non-exemptible crimes, a list of crimes for which an exemption may be granted and a list of presumptively exemptible crimes. Support
6 SB 282 Wiener CalFresh and CalWORKs Would authorize a county to provide employment services to a noncustodial parent of a child receiving benefits under the CalWORKs Program,establish the CalFresh Restaurant Meal Program, and require the California Department of Social Services (CDSS) to seek a federal waiver to allow counties participating in the CalFresh Employment and Training to offer subsidized employment to able bodied adults without dependents. 7 AB 1479 Bonta Public Records: Supervisor of Records: Fines Amends the Public Records Act. Requires public agencies to identify a supervisor of records who shall review a determination by the agency that a request for records is denied. Oppose
