RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Sheriff-Coroner, a purchase order with Downtown Ford Sales in an amount not to exceed $141,700 for the purchase of 4 Ford Police Interceptors for the Office of the Sheriff Law Enforcement Training Center.

FISCAL IMPACT:

$141,700. Budgeted FY 14/15, 100% General Fund.

BACKGROUND:

Currently, the Sheriff's Fleet consists of approximately 400+ vehicles of many different types. These vehicles are used to meet the operational goals and objectives of the Contra Costa County Office of the Sheriff. Within the Internal Service Fund (ISF), vehicles reaching a pre-designated mileage mark or in need of excessive repairs are replaced as a matter of course. Non-ISF designated vehicles are vehicles gifted, procured through DRMO (Military Surplus), or purchased using funds from awarded Grants or other departmental sources (General Fund). Some of these Non-ISF vehicles are depreciated within the County's General Fund; these funds are available through appropriation adjustment to be used toward the purchase of replacement vehicles. Most Non-ISF vehicles have no depreciation value and thus it is incumbent upon the unit to request funding in order to continue programs. In the due course of normal business, it is sometimes necessary to add vehicles to the existing fleet to accommodate an increase of personnel and move forward with new programs and services. The Law Enforcement Training Center (LETC) has eight 1997-2007 Ford Crown Victorias that are non-ISF vehicles. These police pursuit vehicles are used at LETC for both Academy and In-Service training. Typically, these vehicles do not accumulate high mileage due to the assignment of driving the Emergency Vehicle Operation Course repeatedly, but wear and tear on these vehicles is significant.

This purchase replaces aging fleet of current training cars that have become unsafe and costly to repair. New vehicles would also bring the Office of the Sheriff Law Enforcement Training Center up to current POST standards.

CONSEQUENCE OF NEGATIVE ACTION:

The Sheriff's Office will not be able to execute the purchase order with Downtown Ford.

CHILDREN'S IMPACT STATEMENT:

No impact.
