RECOMMENDATION(S):

APPOINT Peter Dragovich (Martinez) to the Environmental #2 Alternate seat on the Hazardous Materials Commission to complete the unexpired term ending on December 31, 2015 and to a new term ending on December 31, 2019.

FISCAL IMPACT:

None.

BACKGROUND:

The Hazardous Materials Commission was established by the Board of Supervisors in 1983. It's mission is:

To protect and promote the health, safety, and well-being of Contra Costa residents as they are affected by hazardous materials and hazardous waste.
  • To provide and promote a forum for building consensus on environmental issues affecting Contra Costa residents related to hazardous materials and hazardous waste.
  • To provide recommendations to the Board of Supervisors and the Board's respective Committees and Commissions regarding policies concerning the storage, use, and management of hazardous materials and hazardous waste as they affect health, safety, and the environment, including land-use planning and economic effects.
  • The Commission is composed of 13 members, each with an appointed alternate: Two (2) City Representatives, Three (3) Business seats, Three (3) Environmental Organization Representatives, One (1) League of Women Voters, Two

      

    (2) Labor Representatives, One (1) Environmental Engineering Firm Representative (located in Co. Co. Co.), One (1) General Public Representative.

    Despite several solicitations for nominations, the Environmental #2 Alternate seat has been vacant since 2010. Nominations for this seat are to come from environmental organizations within the county.   

      
    The IOC reviews nominations made by the Hazardous Materials Commission for appointments all Commission seats except the City seats. Seat terms are four years. The IOC approved Mr. Dragovich's nomination on April 13, 2015. Because there is less than 25% of the term left and the seat has been so difficult to fill, the IOC recommends his appointment to complete the remainder of the current term and also to a new four-year term, the total time being 4 years and 9 months.

    CONSEQUENCE OF NEGATIVE ACTION:

    Should the Board elect to not appoint Mr. Dragovich, the Environmental #2 Alternate seat will remain vacant, making it more difficult to achieve a meeting quorum in the absence of the Environmental #2 regular representative.
