RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #74–196–16 with Anka Behavioral Health, Incorporated, a non-profit corporation, in an amount not to exceed $170,259, to provide outpatient Medi-Cal drug treatment services, for the period from July 1, 2014 through June 30, 2015.

FISCAL IMPACT:

This Contract is funded 37% by Federal Drug Medi-Cal, 37% by State Drug Medi-Cal and 26% by Assembly Bill 109. No County funds are required. (No rate increase)

This Contract meets the social needs of County’s population by providing specialized substance abuse treatment services so that adults with co-occurring mental disorders are provided an opportunity to achieve sobriety and recover from the effects of alcohol and other drug use, become self-sufficient, and return to their families as productive individuals.

On June 17, 2014, the Board of Supervisors approved Contract #74–196–15, with Anka Behavioral Health, Incorporated, for the period from January 1, 2014 through June 30, 2014, which included a six-month automatic extension through December 31, 2014, for the provision of Medi-Cal drug abuse treatment services.

Approval of Contract #74–196–16 replaces the automatic extension in the prior contract will allow the Contractor to continue providing services through June 30, 2015.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County residents with co-occurring substance abuse and psychiatric disorders may not receive outpatient substance abuse treatment services, including individual counseling treatment and group counseling treatment services.
