RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to apply for and accept funding in an amount not to exceed $1,000,000 from the California Air Resource Board's Financing Assistance Pilot Program to facilitate the provision of clean air cars for the Keeping Employment Equals Your Success (KEYS) Auto Loan Program for a three-year period following the award of grant funding.

FISCAL IMPACT:

County to receive an amount not to exceed $1,000,000 from the California Air Resource Board's Financing Assistance Pilot Program.












BACKGROUND:

The Contra Costa County Employment and Human Services Department, Workforce Services Bureau (WFS), KEYS (Keeping Employment Equals Your Success) Auto Loan Program was developed after significant research found that many participants served by WFS had difficulty gaining self sufficiency due to transportation barriers.The KEYS Auto Loan Program created the ability for an approved WFS loan recipient to purchase a reliable vehicle for the program's maximum amount of $4,000 as an obtainable task. WFS works collaboratively with the County Fleet Department (Fleet) to purchase retired County vehicles. Although the Fleet made available well-maintained gas-fueled vehicles with fairly low mileage, the Fleet is now retiring more modern vehicles including Hybrid-type vehicles. Even after considering the additional costs to purchase these vehicles, WFS saw the need to offer these vehicles as an option to KEYS participants and still maintain participant's affordable monthly loan payment.  
  
If funded by the grant from the California Air Resource Board's Financing Assistance Pilot Program, it will make an opportunity available for KEYS participants to purchase used Hybrid vehicles. In doing so, the grant can be used to bridge the gap between what these types of vehicles will cost to purchase and what is actually funded to assist a KEYS participant. The grant will allow a KEYS auto loan to continue to be an affordable monthly payment for its loan recipient while providing the recipient a cleaner, newer, fuel efficient vehicle. It will also allow KEYS an option to purchase retired County Hybrid vehicles when they become available.

Without funding, County could not facilitate provision of clean air cars for the EHSD Keeping Employment Equals Your Success (KEYS) Auto Loan Program.
