RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21633 to reclassify one (1) Library Assistant-Journey Level (3KVB) (represented) position No. 13751 at salary plan and grade QXX-1030 ($2,988 - $3,816) and its incumbent to Graphic Designer (5HWB) (represented) at salary plan and grade QM5-1190 ($3,510 - $4,267) in the Library Administration.

FISCAL IMPACT:

Upon approval this action will result in an annual cost to the Library Fund of approximately $4,557.00. No fiscal impact to the County General Fund. This position is funded in the Library budget.

BACKGROUND:

Based on a review of the incumbent’s position description questionnaire, job class descriptions, desk audit conducted and interview with the incumbent’s supervisor, it has been determined that the preponderance of duties and responsibilities of the Library Assistant – Journey Level position in Library Administration are more indicative of the Graphic Designer job classification.

Over the years, as the workplace has become more digital, the demand for graphic and online services has grown to such a degree that the incumbent spends most of the day performing Graphic Designer duties exclusively. For the last three years, the incumbent’s primary tasks consist largely of planning, designing, creating and producing a wide variety of illustrative graphic artwork, printed materials, locating vendors and managing the Library’s online forms ordering system. This work is important as it supports the promotion and marketing goals identified in the Library’s Strategic Plan. The position is currently a Local One - Library Unit position, and upon approval, would become a Local One - Engineering Unit position.

CONSEQUENCE OF NEGATIVE ACTION:

Failure to reclassify the Library Assistant-Journey Level position to the Graphic Designer job classification will result in the position being inappropriately classified for the type of work being performed.
