Referral History:
The Legislation Committee regularly receives reports on federal legislation and budget matters of interest to the County and provides direction to staff and the County's federal lobbyists.
Referral Update:
While the County anticipated the return of the federal "Community Project Funding" process for FY 2024, its arrival came sooner than expected. On February 16, 2023, County Administrator's Office staff were notified by the County's federal lobbyists from Thorn Run Partners that the FY 2024 Community Project Funding requests for Senator Padilla's consideration were due Friday, March 3, 2023. Senator Feinstein's deadline was established as March 13, 2023, and the Representatives established deadlines of March 15. Each member of the House is able to submit up to 15 project requests.

Due to the delay in the issuance of the President's Budget, these early deadines were not anticipated for FY 2024 Community Project Funding requests, which were formerly known as "earmarks." (This is a process that usually begins with the submission to Congress of the President's budget request, which was released on March 9, 2023.) Because of this compressed time schedule for submittal of project requests for consideration by our congressional delegation, County staff were requested to submit projects to the County Administrator's Office by February 24, 2023.

Staff were requested to consider projects for submittal to our congressional delegation that are (or could be):
  • Ready to receive funding;
  • Supported by officials or others who will send letters of support;
  • Projects for which a $1M appropriation could make a substantive impact;
  • Projects that leverage Measure X project allocations.
The Senate Appropriations Committee guidance for project submittals (linked here) was distributed to County staff. After project proposals were submitted to the County Administrator's Office and reviewed by the County's federal lobbyists, projects were prioritized for submittal as follows:

Attachment A includes project submittals for all but the Delta One Water Initiative (due March 13), and the District Attorney projects which were not provided to the County Administrator's Office in time for inclusion.

Posting of Selected Projects
Consistent with Senate Rules, our office will post all projects that are submitted to the Senate Appropriations Committee at: https://www.padilla.senate.gov/services/appropriations/. These will typically be posted at COB (5:00pm Eastern) on the following dates:

Fiscal Impact (if any):
The County will be submitting more than $10 million in federal Community Project Funding requests to its congressional delegation for FY 2024. Until the FY 2024 federal budget is enacted, the County will not know how much federal funding these projects may receive.
